Dear Sir,
As you are aware the Laborers International
Union of North America and the United Justice Department entered
into a Consent Decree to rid the laborers Union of Organized crime
and criminal activity. This document was signed on February 13,1995.
On December 5,1999 the General Executive
Board of LIUNA held an executive board meeting. At this meeting
the General Executive board of LIUNA voted to make Arthur Coia
President Emeritus and pay a life time salary of at least $250,000
a year.
I believe this is a direct violation of the LIUNA Ethics and Disciplinary Procedure instituted by the United States Justice Department and the Laborers International Union of North America. I have enclosed a copy of page 101 and page 102 for you to review. They may have violated the Union Constitution as well.
This is man leaving under a cloud. A man
who was found guilty of doing business with a union vendor and
fined $100,000. A man who done nothing to stop organized crime
from looting treasury's and pension funds until the Government
showed up with a RICO complaint. If you believe the press. Mr. Coia may have
entered into a plea bargain agreement already with the United
States Government to avoid a tax evasion charges.
I am asking the United States Justice Department
to exercise their fiduciary responsibility under the Consent Decree
to the members of LIUNA and stop this sweetheart deal to Arthur
Coia. This deal will cost the members millions and the General Executive Board of LIUNA nothing. This is an outrage that nobody in the Government or the LIUNA Inspector General's office has tried to stop this sweetheart deal.
