Mr. Robert Jesinger, LIUNA Election Officer
101 Park Center Plaza, Suite 900
San Jose CA, 95113

Dear Sir,

I received your phone message today offering a free mailer to my slate. I appreciate the offer but it is too late now. The Ballots have already been mailed out and some people have already voted. Besides a mailer does not have the same effect as a official Union publication does on a member. A free mailer will not make up for the damage done.

Can you imagine the effect on a member when they open up this paper see's your law firms add. Then see's Paul Radford article, flips the page and there is a picture of Jim Homer's Slate. This magazine must have a positive effect on members or your company wouldn't have an add in it. This is a violation of the rules and I am surprised you are allowing it.

Mr. Homer has violated section (c) "Union Funds, facilities, equipment, stationery, supplies, personnel, etc. may not be used to assist in campaigning unless the Union is reimbursed at fair market value for such assistance, and all candidates are provided equal Access to such assistance and are notified in advance, in writing, of the availability of such assistance.

Mr. Homer should be disqualified immediately for his part in this scheme with Paul Radford and the Laborers International Union of North America.

Sincerely yours,

Carlos B. Lujan
