Dear Sir and Brother:

At the regular meeting of Laborers' Local 942 held February 11, 2000, the following motion was made:

"I move that a letter be sent by Local 942 to the International requesting that the General Executive Board remove Arthur Coia as President Emeritus and that his life-time salary of $250,000 per year be stopped."

After much discussion, the motion passed. Chris C. White, the maker of the motion, felt that with the circumstances surrounding President Cola's retirement that he should not be given the title of President Emeritus or paid a lifetime salary (retirement) at the amount Brother White understood to be $250,000 year. During discussion it was indicated that this motion would have little or no effect as the action regarding President Coia was most likely approved by the Justice Department or at least not opposed.

I personally believe that President Cola did a very good job under very difficult circumstances and believe that his retirement should be what it figures out to be. However, I'm only one vote. With that thought in mind, I have written this letter as directed by the membership.

Fraternally,

s/Joe J. Thomas
