Trades Department before he is "hammered" by DOJ. Learned from
Chuck Barnes , LIUNA VP, that there is a meeting of the GEB on
Monday, October 4,1999 but was not able to ascertain if it was a
"special" meeting. Rumor has it that Arthur will announce his
resignation at the AFL-CIO meeting in Los Angeles on or around October 11,
1999 and that Sabitoni (son of "mobster Mondo') will be Coia's
designated heir, a development that Laborers for JUSTICE members consider
intolerable. Gow will have to develop a set of brass balls in a hurry and
exercise the discretionary authority he has to refuse to approve any
appointments to LIUNA's general Executive Board. Odds in Las Vegas are
10-1 he will be found to be emasculated.. Told LIUNA public relations,
"bullshit artist, David Roscow when he called that I had heard about
the rumor, that it was a "rumor" I hope and pray comes true, but
that like an allegation it remains to be proven by events or credible
evidence. Also told David Roscow there were rumors that Whitey Bulger is
telling his IRA friends he will nail Coia in return for clemency as will

LIUNA'S COIA CLEARED OF INTERNAL DISCIPLINARY CHARGES
Arthur A. Coia, president of the Laborers' International
Union of North America, is cleared of internal disciplinary
charges that he permitted organized crime to influence the
union. In an opinion, Appellate Officer Eggleston affirms
all portions of the independent hearing officer's decision
that were appealed by Robert D. Luskin, the union's general
executive board attorney and in-house prosecutor.
"Having spent years fighting false allegations of mob ties,
I look forward to continuing the work of our great union and
to continuing the partnership we have worked hard to forge
with the government over the past four and a half years,"
Coia says. The Coia investigation was undertaken as part of
an unusual consent decree negotiated in 1995 by LIUNA and
the Justice Department that allows the union to root out
corrupt practices through internal reforms. . .

Facts: The Chicago Laborers District Council under trustee Robert Bloch has had one communication with the laborers todate and has yet to inform the members the reasons why the district council was put into trusteeship. The deputy trustees, Romano, Sladowski, and Guilfoyle were never vetted by the Inspector general agents in Chicago Guilfoyle used to work for Combined Counties Police Association were CrimeDawg is webmaster. Not one officer has anything good to say about Guilfoyle, formerly of SEIU, a LIUNA competitor. Law enforcement authorities in Chicago tell CrimeDawg Guilfoyle would steal pennies from the eyes of a dead man. The 18 months of trusteeship are up today and unless convincing reasons are given to continue the trusteeship, it is presumed to be invalid under LMRDA. The RICO suit will demonstrate why it should be kept in trusteeship indefinitely. The Laborers Union in Chicago does not need carpetbaggers from the steelworkers or service employees unions to reform itself. Just appoint as officers regular members like" sacrificial lamb" Burke to do their job and have as their superiors someone who knows how unions operate and knows the laborers union's constitution and not the U.S. tax code.
99-08-06 | Labor Management Reporting System in final testing Chicago laborers district Council holds secret meetings of delegates without inviting delegates from "targeted" locals despite constitutional requirement of notice to all at regularly scheduled meetings. Discriminatory to say the least because Sam Salerno (trustee of 225 and David Schippers of local 2) were not invited and members of locals 1, 2, 5, 76, 1001, 1006 were disenfranchised. Vince DiVarco will transfer into another local within the District council jurisdiction because the receiving local will accept him. There will be a lawsuit against local officials who refuse to accept transfers within locals from members who want to attend union meetings close to home. California can not tell Illinois residents not to move out there any more than local union officials can deny a valid transfer which solely performs record keeping functions. Laborers for JUSTICE will demand that constitutions be followed. and will start filing RICO suits if reforms are not achieved via current methods. |

John Burke, officially announced as deputy trustee of local 2 by David Schippers at the local union meeting held June 8, 1999 at IBEW facilities, signs up 60 members in the course of one month and makes every other LIUNA officer and field rep look bad, deservedly so.. Crimedawg learns that Chicago laborers District Council Trustee, attorney Robert Bloch, distributes $1,400,000 in unallocated dues back to locals instead of returning the money to the individuals who had it taken from their paychecks without having signed a duly authorized dues checkoff form in consent thereof- a no no that is in violation of federal law. Bloch has been a major disappointment to reform minded members-first he appointed his law partner as counsel to the pension fund (no conflict of interest there?), then he refused to provide Laborers for JUSTICE with electronic copies of the transcripts the District Council paid for that were made public via court filings so that Laborers for JUSTICE could publish them free of charge on the internet to educate the members, then he mentioned in his one and only publication to the members that the district council was in trusteeship without telling them why. This is reform? Bullshit. Then to top off Bloch's incompetence he negotiated a collective bargaining agreement that increased "working dues" to 1 and 1/2 percent of hourly wages ($.35)from the $.25 cents in effect in the old agreement-all without approval of rank and file. Members of LIUNA found out in late May 1998 that they might be forced to go on strike June 1, 1998. How's that for notice? By changing the amount for working dues from a set amount to one based on percentages, the union will collect more money every year as wages go up without requiring approval of the members affected-assuming of course they approved the arrangement at least once .Never under estimate the incompetence of those now in charge of running the Chicago Laborers District Council. Some members indicate they would sooner be robbed and cheated by organized crime rather than pin striped attorneys with a legal license to steal. (GEB Attorneys stay at the high priced Sofitel Hotel while LIUNA has a discounted arrangement with Holiday Inn for its representatives.).

It can be obtained on http://www.ipsn.org Filed motion to obtain the 5000 pages of transcripts which I will provide to members of Laborers for JUSTICE as well as Office97 Professional edition with Access97 for $50. Signed contracts with 3 leading internet access providers who will give Laborers for JUSTICE $2 per member per month for signing up for internet access. This money will be held in trust and used to finance lawsuits against corrupt union officials and fund a RICO class action suit. LIUNA's constitutions, crafted by lawyers beholding to organized crime and purposely designed to facilitate organized crime's influence in and control over LIUNA, has got to be radically amended.
Added announcement to Message Board on Connecticut Laborers District Council (Fiefdom of LoPreato, Le Conche and other undesirables) settling law suit filed by reform minded members of Local 665 (Ron Nobili) against corrupt practices of District Council. District Council agreed to have members vote by secret ballot on any increase in working dues paid by members. Hard working, industrious locals were unfairly subsidizing laggard locals controlled by corrupt friends of Arthur A. Coia and the salaries these "bums" were drawing as district council member for not enforcing collective bargaining agreements became oppressive. The practice was also illegal. It took the "reform minded LIUNA" three years to do the morally right thing. Justice with all deliberate due speed) LIUNA signed agreement not to retaliate against reformers. Does this mean reformers don't get beaten up at District Council meetings in full view of LIUNA GEB Vice presidents (Vere .O. Haynes) like Steve Manos did last year?

Added Supervision Agreement between LIUNA GEB Attorney and Laborers local 5, my local, and the local of Al Pilotto, Dominick Palermo, Nicholas Guzzino, and James DiForti among other members of organized crime that have raped this local over the years. Learned that Frank Zeuberis, president/business manager resigned today. Frank, whose wife was on the payroll, replaced Joseph Neroni as President on orders of the mob in 1994 when DiForti was inserted unconstitutionally as secretary/treasurer without being a member of the local for two continuous years, a constitutional requirement for office. What is funny about the supervision agreement is the statement by the GEB Attorneys that they have become aware of financial irregularities in local 5 and of undemocratic practices, subjects I have been discussing with him for 2 years and with DOL.-OIG for 11 years. My election protest in 1996 revolved around the fact that the local misapplied (stole) one year of my dues my employer paid, rendering me ineligible to run for delegate to the convention.
Added copy of Bill I drafted to amend the LMRDA for congressional approval in next session that will provide to union members requesting a paper and/or electronic copy of his local's membership 60 days prior to any federal and/or union election. If reformers/dissidents can not communicate with their fellow members on social, economic, political issues whenever they want, corruption from unions will never be eliminated. What you can't get one way, you get another. Imagine Coia's friend "Slick Willy" vetoing this bill and trying to retain the support of union members or of "no controlling legal authority" GOREMAN-BOREMAN speaking out against it as a favor to AFL-CIO "Gombas".
